License will not verify when starting mvToolbox under NLS

I tried to use the toolbox when NLS was on, and got the error message:

Site License 1 & 2 differ. Call Tech Support.

NLS is National Language Support. UniVerse has full language capabilities and carries 160 language maps and 79 national locales. BASIC statements and functions, displays, client/server applications, etc. are all affected.

UniVerse is internally always using UTF-8, but switches to Unicode the language and operation required. When NLS is enabled, everything gets run through the conversion process, so it is important for tools, when files become encrypted during installation within Universe, that NLS be turned on first (if NLS is ever to be used). It would appear that a reinstall of mvToolbox would be required if NLS is to remain on and mvToolbox is to be used, but was installed without NLS being active.
